Joe was born in Jacksonville Florida to Vanestine and Joseph Small. Joe was the oldest of 6. He met his wife of 54 years Phoebe Small, and moved to Seattle. His kids Joseph N Small III (Melissa) and Erin Small; grandkids, Nathaniel Small, Kai Brown, Joseph N Small IV, and Jayden W Small, great grandkids, Sariyah Small and Nathaniel J Small II “Duece” . Funeral at Mt Zion Baptist Church March 22 2024 11am.
