Seattle Office of Labor Standards Announces Final Administrative Rules for the City of Seattle’s Independent Contractor Protections (ICP) Ordinance

Seattle, WA – (August 15, 2022) The Seattle Office of Labor Standards (OLS) announces final administrative rules for the City of Seattle’s Independent Contractor Protections (ICP) Ordinance, Seattle Municipal Code (SMC) 14.34 and a rule that amends Chapter 140 Practice and Procedures for Labor Standards Enforcement.

The final rules are the result of an inclusive stakeholder engagement process and comment period. Stakeholder engagement included multiple meetings with workers, worker advocates, and impacted hiring entities.

The ICP Ordinance will go into effect on September 1, 2022. The new rules clarify issues raised by the ordinance, including provisions related to coverage, pre-contract disclosures, and timely payment. The amendment to Chapter 140 establishes ordinance-specific enforcement practices and procedures.

These rules go into effect on September 1, 2022 and will be referred to as “Seattle Human Rights Rules Chapter 220: Practices for administering Independent Contractor Protections Ordinance requirements under Seattle Municipal Code 14.34”
